United Nations Integrated Security Section in Liberia (UNISSIL)

UNISSIL is responsible to provide leadership, operational support and oversight of the security management system to enable the conduct of programmes and activities of the United Nations in Liberia in the safest and most efficient manner.  It coordinates the responses to security threats and emergencies and ensures effective risk mitigation using the Security Risk Assessment mechanism. The Section is lead by the Chief Security Advisor (CSA) who coordinates the activities of the different Units. In the execution of these responsibilities the CSA is supported by the Deputy CSA, Assistant CSA and the Field Security Coordination Officer (FSCO). The Section reports to the Designated Official for Security in Liberia, who together with the Security Management Team (SMT) makes security decisions. The Section also coordinates the security activities of Agencies, Funds and Programmes and Security Officers through the Security Cell where operational security issues are discussed.

Liberia is divided into seven security regions, each led by a Regional Security Officer (RSO) who is responsible for the overall management of security in his region. The Security Operations Centre (SOC) imbedded in the Joint Operation Centre (JOC) monitors the movement of all UN activities on a 24/7 basis. The Operations and Planning Unit (OPU) maintains the security Plan and coordinates all security operational planning. The training Unit conducts safety, security and fire arms training to all identified staff. The Personal Protection Unit (PPU) is responsible for the safety and security of all principals and VIPs visiting the Mission. The Guard Force Unit (GFU) monitors the movement of all personnel and vehicles that enter/leave any UN premises. It also observes and reports on any activities that may have an impact on the safety and security of UN personnel. The Fire and Safety Unit (FSU) has a team of fire fighters who prevent and fight fires where and whenever they occur. All investigations throughout the mission are being conducted by the Special Investigations Unit (SIU). The issuing and control of all passes and Identity Cards are managed by the Pass and ID Unit. The Security Information and Coordination Unit (SICU) collects and analyse all information that may have an impact on the security of the Mission. The Finance, personnel, administration and Logistic Units ensures that the Section manages its resources in the most efficient manner.
